So in the e3 demo todd Howard says we can play games and listen to tapes on our pipboy, I'm assuming he means song tapes so does that mean we will get an option to make our own mixtapes of all our favourite tracks? If so that would be awesome.

No, I'm afraid not. He actually said we can listen to Holotapes (like we did in the two previous games), which were just recordings of people's voices that were useful for quests and/or the backstory of certain locations and characters. And play game tapes of course. No song tapes.
