People have spotted signs that guns spawn with random mods in the world, but yeah Peter confirms that when it comes to power crafted guns will outclass found/bought guns, but the later will still carry you to end game, its just that the effort to get into gun nodding will at the end earn you faster gear progression.

I just hope that some of the super high powered stuff is actually found in the Wasteland. It'd be silly if nobody made the good stuff until we came along. Not that everybody should have heavily nodded gear, but recluses, scavengers, and tinkerers should have some cool toys. Ad well as some raiders.

I suspect Peter is refering to the fact that since guns found/bought has random drops, a player who actively mod there own guns naturally has a easier time having the right set of mods, which can translate to a more "powerful" gun.
