Is this game really that badly optimized or am I doing something wrong? I have never had a game run this bad ever, and that is saying something. When I'm in the wasteland I have playable frames (20-30) but when I go into the inner city like around diamond city my frames dip below levels I have never seen before. I will usually get 10 frames followed by 5-10 second feezes and then 1-2 frames in the city. It bothers me that there's a mission I'm on and I can't even do it because it's unplayable. I'm playing on the lowest possible settings in everything and I'm not running anything extra in the background. I even lowered my resolution on my 2560x1600 monitor to 1080p, but it doesn't do anything.

My specs are

CF HD 6970 2GB (even though I read CF doesn't work on Fallout 4)

Intel i5 4670k @ 4ghz

8gb of ram

Any advice on what I can do? I'm frustrated that I cannot even play more than half the content on this game which is something I can never say I've experienced before. I even ran Fallout 3 on the highest settings yesterday without the slightest hiccup.

Crossfire/SLI is not supported to my knowledge, so your GPU situation is below minimum. CPU is good. Probably going to need to replace your GPUs. I'd suggest a single card solution these days.

6970 is just as fast as the minimum 7870. There is no way this game is too taxing on my video card on the absolutely lowest minimum settings. There are people running this game fine with less specs than mine, and people with GTX 980's that are having my exact same problem.

Does disabling CF help?

I initially played the game without it and had major FPS issues. Naturally I enabled CF and it was exactly the same.
