Locks to 20 fps in 1440p! : Fallout 4

The game plays at about 70 - 90 fps at 1080p but when I switch the game to 1440p the game seems to lock at 20 fps. No matter what settings I choose.

Has it something to do with your refresh rate? My old TV used to go to 24hz in some games in 1080p.
