Those low numbers are hardly surprising seeing as how Windows 10 has been available for what? Four days? It's already been installed in over 18.5 million devices and shows a rapidly climbing trend. Obviously there's no way to tell how that will be reflected among gamers and Steam users, but I'm guessing it will have a significant presence there.
