Cut 3 lb. of the human thighs up into ~1 1/2 inch cubes and mix with 1/4 cup oil, 1 tsp of table salt, 1 tsp of black pepper, 1 tsp of cumin, 1 tsp of oregano, 2 bay leafs, 8 cloves of garlic, and the juice and zest of 1 orange. Let rest in refrigerator overnight. Place in roasting pan, cover with foil, place in cool oven, and set oven to 275o F (135o C). Cook for ~4 hours and remove from oven. Take the meat from the pan and place in a cast iron/stainless steel/carbon steel oven safe skillet. Turn on broiler. Put skillet under broiler until meat browns.
That recipe is actually for some delightful pork shoulder carnitas, which are truly delicious in a burrito or taco, but I suspect that it'll work for human thighs just as well. If you're not into long pig, but still eat regular pig, I highly recommend you try my recipe. No joke, I'm a chef, and that's a real recipe that I rather enjoy making.

Had your question been a matter of ethics, then sure
Perhaps when you have a PhD in Moral Philosophy, you might find better questions to ask than just "Who has the right to judge?" or "What is morality?" (I'm paraphrasing btw).

Those actually are valid ethics questions, which has a place in this discussion thread considering the ethics of eating people in a game.
Which pertains to a game with overarching themes and concepts, not real life, and any questions that lack specifics and ask all participants, what is in essence, "Why morality?", fails to comprehend even the most basic of concepts and principles that have guided humanity and have allowed us to survive for millions of years.
But yeah, "Hey guys, extenuating circumstances have put cannibalism back on the menu!". All hail moral regression and ass-backwards "arguments" about how we are all "essentially animals" and that justifies the act. "Hey guys, nuclear holocaust in effect. Ra/pe ( Yeah, animals. Not people. The "argument" that was proposed doesn't even deserve the time of day. Me acknowledging it now is just to shut this charade up before people start thinking that morality is purely subjective, ignoring consensus and condoning depravity.

Anyone that would eat long pig without fava beans should not be trusted. Anyone that would eat long pig with fava beans can be trusted to kill and eat you.
Basically, it boils down to survival when it comes to karma. If you need to cannibalize someone in order to survive, there should be no karma hit (although, if you have to kill the individual, you should take a karma hit for that). It should be noted, that while the player can starve in the Fallout Universe, so far it has been impossible for a player to starve to death, so it never has been an issue.
Reputation is another story. People get kind of antsy when they discover they are not on top of the food chain but merely a part of it. So feed all cannibals to the rad roaches.
