So, I am in the Cambridge Police Station and...

...I just unlocked the safe expecting to get the Guns and Bullets magazine. It was not there, and now I am reading that it only shows up when the "reinforcements" arrive. How is that supposed to work?! Does the magazine appear in the safe even if it is already open!?
I am probably going to load a previous save to be on the safe side.
