I have not yet gotten any feedback about this quest so I was wondering if anyone can help?

I got the railroad to help me build the teleporter to the institute. When I'm there I talk to all the dept heads and finally the last thing to do is insert the network scan tape into an institute terminal. I do all this and I'm suppose to meet the informant in advanced systems, but can find no one who fits the bill! There is a room locked off with a force field I can't get in. Is this the mantenance room referenced?

Anyone been here before? How do I get unstuck from this quest? Please advice!

Alternately, how does one build the teleporter alone?
