So what's the point of the Combat Zone?

I have a sidequest to go there which is done as soon as I enter the door but then, after like 10 seconds, everyone gets hostile and starts attacking me? What's the point? I thought I could fight there or something :/

Wouldn't everyone attacking you be the point of a combat zone?
