Pip Boy App Setting keeps disabling itself

I've been trying to get the Pip Boy companion app working for an hour now and can't get the setting to stay at "Enabled".

I enable the setting, restart Fallout 4 and when I go to the Settings page to verify that the setting is still "Enabled" the desktop pops up like it's trying to give me the Windows Firewall warning but nothing is there.

I go to the settings page and now the setting is "Disabled".

I've add explicit inbound and outbound allow program rules for Fallout4.exe so it shouldn't be a Firewall issue.

I'm on Windows 10 Pro x64.

Anyone else run into this issue?

First, you will need to go into Fallout 4’s settings, and under the Gameplay tab, change the Pip-Boy App Enabled option to On. You may need to restart the game for the change to take effect.

After installing the app from the https://itunes.apple.com/us/app/fallout-pip-boy/id1049061806?mt=8 or https://play.google.com/store/apps/details?id=com.gamesas.falloutcompanionapp&hl=en, it will ask you to choose the platform you are using to play the game (Xbox One, PlayStation 4, or PC).

The app will then scan your network for the game, and if everything worked out, it should connect to it automatically after that.

If it did not work, there are a few things you can try to fix it.

For the app to connect to your game, the device playing Fallout 4 needs to be on the same network as your mobile device, either through Wi-Fi or a direct connection.

Make sure that both your game system and your mobile device are connected to the same network.

When trying to connect the app on PC, you may be prompted by your firewall to allow Fallout 4 to access the internet. Simply allow it, and the app should be able to connect.

I can't even get to the point of trying the app on the mobile device since the "Pip-Boy App Enabled option" setting will not stay Enabled. I enable it, restart the game and it disables itself. I've tried the companion app multiple times on my local network with the setting "Enabled" but not after restarting the game, since as I've said after restarting the game the setting gets disabled again.
