About region editing and heightmap editing

Not so long ago I decided to make a new world with the construction set
It's been a month since I started and I've completed the part of the heightmap editing ( but I've still got to make some modifications to the ground where necessary ).
I'm taking it really serious now,when I started I didn't even want to get it so far,the land is an arcipelagus like 3\4 the size of tamriel,approx.
So now I would want to hear some suggestions. What do I have to do now about the esp? Do i have to make it an esm?
And the regions,do I have to edit them in the same file,or start a new esp?

For a worldspace that size, it's usually best to make it a .esm while you're working on it regardless of what you plan in releasing it. You might want to read the page here as it might answer some questions.
