Would anybody be able to direct me where i can learn or tell what the weapon stat symbols represent when checking out weapons in the pip boy?

The symbols like + or +++ are the difference in what you have equipped vs the item in question. So if the damage of a weapon is higher than your current equipped weapon it will have some plus' after it. If a stat is lower it will have a - next to it.

Pretty much this is just a way to compare the items you have highlighted vs what you have equipped.
