Toughness and RadResist (and similar), worthless?

Does the meager +50 from toughness or +30 from radresist scale differently than the Power Armor giving me like +1,000 in each?

Otherwise I can't seem to see the point of them making these flat numbers rather than % modifiers. Are they really doing more than just adding a worthless ~50 on my 1k armor?

+30 rad resist is great! I found a heavily irradiated shed that gave me like +20 rads if I walked inside. I put on some clothing that gave me +25rad resist, and the shed only gave me like +8 rads for walking in. It seems super useful.

In FO3 and FO:NV +50 rad resist was pretty significant. I haven't tested it too much yet. +1000?! I'll have to look closer at the PA T45 model I have. I didn't look at it's stats at all. I haven't really been using it.

Edit: Holy Guacomole! The base T45 PA has 1050 rad resistance. If you plan to mostly use the PA then maybe the radresist perk line will be a bit redundant.
