Barely meet CPU spec--but is my AI extra dumb?

Hey folks, the game appears to run beautifully on my system. My processor (according to CPU boss) is about identical in performance to the min spec. It's an i3-3225. I've got 16 GB of ram and a solid GTX 970. I don't know the FPS but it's always high and I'm running in a very high resolution with everything enabled (Yay!)..

But!

The AI is very lazy. For example outside of the water treatment area, I knew I was in range of the badies (not the place for spoilers) but that they knew I was there (DANGER!), but they wouldn't fire. When I shot one they would fire a few times and then just stop. Dogmeat frequently does nothing in combat. Even with attack dog, he's painfully useless :(. I can also often avoid enemies entirely by running behind a barrier, even when they're just a couple meters away.

I wasn't sure if Fallout 4 would sacrifice AI pathfinding in order to keep the framerate high, but it would make sense. Is this a known thing? Has anyone experienced this and upgraded a processor and seen a difference? I'm hesitant because I'd go straight for LGA 1151 and there's a run on parts with scalpers and all.

The processor likely has nothing to do with it. That's a software thing. THe AI is not smart at all. I have the opposite where they tend to rambo in. Annoying since Im a sneak crit based character.

If you tell them to wait they will just stand there and get hit without responding. At least its that way for me.

Maybe it's a combination. I saw a bug listed in the big list about companions not attacking even if attacked. That could be my problem with Dogmeat. As for the enemies not running at me... hmm..

Certain types of AI are smarter than others. Lowlevel raiders will happily take cover behind the very explosive cars. Higher level raiders and named ones will not only avoid doing this, they will actually call out their friends for being idiots.

I find the AI to be better on the outside world since there pathing might be better and quite often like to take cover. Inside areas can be hit or miss. The AI is much better this time around but still you can get the it must be the wind. I think I have heard one of the raiders say it might be due to the use of jet.
