Ideal resolution to keyboard binding issuescomplaints

I'm as frustrated with the keyboard bindings as a right-handed person can be (I really feel for the lefties). There seem to be two general complaints:

  1. Inability to change the default keybinding (i.e. moving R to another key)
  2. Inability to "un-overload" keys (i.e. separate ALT into individual bash/throw/"hold breath" keys)

The ideal solution would be to have every action individually accessible, and they could be bound (and overloaded if desired) to any key. Bethesda would have a default map replicating the current mapping, and users could edit a text file somewhere to customize if desired.

Is that a pipe dream?

It seems like Bethesda is making some progress on #1 - does anyone know if they're even considering addressing 2?
