I have it on my level 47 character. I have no idea how I got it. There is a similar hairstyle that also just appeared. I'm assuming these are level locked hairstyles and not something you find through magazines.

I'm level 56, I've found 1 magazine, which is the megaton one, really doesn't fit me, haha. Level locked as in, higher the level, more unlocks? Or? Can't imagine something as aesthetic being level locked etc.

I guess I really don't have a better answer. Maybe I completed some task somewhere that silently unlocked it. As far as I know there are only 2 magazines. I've held onto every magazine I've collected and I only have 2 La Coiffe, yet I have the hairstyle you're looking for.

It's not unlocked via La Coiffe. I made a new character and after a couple of hours, I went to Diamond City to add some scars and get a haircut and it was already unlocked. I hadn't done anything special by that point, just help some settlements, assist Danse with the Ghouls and that was it. It could be one of those haircuts that aren't available during the intro and Vault 111 sequences, the raider hairstyles were also unlocked by that point.
