I just started the game yesterday and would like to become good at science but am having troubling ranking up in the skill. So what can I do to level it up? Thanks.

Improve your Intelligence, then use experience points for the Science perks.

And if you feel the level restrictions on certain perks are artificial [censored] welcome to the club.

Ok I have been adding points to intelligence but I haven't seen any perk options yet. Where do I fond them?

Scroll along to the Intelligence tree, and then go down from there, some have pre-requisites to open them up, i.e level 30, or level 8 Intelligence, etc.

The perk chart is bigger than you think. Move your mouse down to the bottom of the screen and watch magic happen.

I'm sorry but I cannot find any of this. Is it in the same place I add the points to skills at the perk chart?

There are no skills like fallout 3.

When you level up you are given one perk point.to either increase one of your special stats or to pick a perk. Sounds like youve increased intelligance with it.

On the perk chart look at all the pictures, each ones a perk. Science perk is in the intelligance row.
