When I was dropped off in the beginning of the quest my companion was no where to be found, but I continued anyways. So upon clearing out the building, the quest tells you to talk to paladin danse. When I got to the top of the elevator he appeared infront of me as a hostile and I could not interact with him. I restarted my game from the dashboard (Xbox One) and tried again but this time he shoots me in the face. I even tried killing him but nothing could hit him.

I also tried reloading to right before clearing the building but no luck.. I did however manage to fix it by finding a bed on the first floor to the right of the main door where the ceiling is blown out, ( bunk beds) and slept for 24 hours which seemed to fix it. I almost gave up! lol

Thought I would share just in case someone else runs into the same issue.
