Is Fallout 4's dialogue system an improvement over FO3NV?

Well this actually caused me to reload again last night.

I just beat Concord with my new character and went inside the museum. The MM gave me a gift for helping. I said, I'll take it. Well right away he called me a Merc and starting bashing me for not caring for other people, then went on preaching about if I ever have a change of heart to go see him blah, blah, blah. Holy crap where the hell did all that come from? I had to reload going into the museum to start the dialog over again as that certainly didn't lead to where I thought it would.

Damn freaking Dialog System.

What your character says to the person they are talking to isn't a one word response. As I said I can understand why some people don't like it but the fact you they don't give you the exact text of what you're going to say before you say it doesn't bother me at all.

Yes, this is my major problem with the FO4 system.

4 options works for the average npc, but not for the more important ones who also is the ones you remember even if not central in the main story of followers.

It reduces the major npc down to the average ones.

Yes the full dialoge fix will solve part of the problem but not the 4 limit.

More sad that they could easy have used the loot container system on dialogues and combined FO:NV complexity with FO4 fluidity.
