Game crashing like everyone else (Dxdiag attached) : Fallout 4

I did a clean install of windows and I think my issue is i'm missing something but I don't know what I missed. I have the beta patch installed via stam, Direct X installed, .Net framework and the latest Nvidia drivers.

I'm probably an idiot with the answer right in my face but please assist me if you can.

The only thing came up to my mind after seing the error report is nvwgf2umx.dll isnt updated properly when you were updating the GPU drivers. If you havent done so can you uninstall your driver with DDU(uninstaller from 3dGURU) than do a clean install of the latest drivers.

I always do a clean install and again I'll go over everything I've tried to this point.

I have the latest Nvidia Drivers on a clean install of Windows 7 Ultimate 64
I have the beta Fallout 4 Patch via Steam

I have tried running it with every setting combination I can think to try(Even going as far as to disable settings in the ini and set it as read only)

I have not got the game to even boot yet. It boots then CTDs instantly like NV did a few years ago.

I reported the nvwgf2umx.dll issue immediately when the game was launched. Just got an automated reply saying I should ask for help in these forums. I doubt they read the forums, so I'm not optimistic that this is going to get fixed anytime soon.
