In building menu? Yes, happens to me with razorgrass all the time. Try to move around a lot, pointing above it and to the sides, move far and close. Often you can find the "sweet spot" somewhere in the vicinity of the plant (can be as much as few meters away). Leaving then reentering settlement also sometimes help.
