Respawning is great, i enjoy coming back to a building i may have visited many days before to find enemies and more loot. The game would become very dull very quickly if enemies never respawned.

actually I kinda agree with the op. I can understand a couple of times someone moves back in, but after awhile even super muntant would get nervous by all the bodys laying around. Only things that wouldn't care would be ghouls and rad roaches. Also you have to remember theres a fininite amount of people in the world. With all the radiation and other dangers the death rate of kids , people in general would be massive and the overall population would be low.
Also have the exact same kind of people there each time is rather lazy in a design point of view.
Example: lexington the raider guy in the power armor up on the sign. I have killed him like 5 times so far. Each time he shoots a mini nuke at me. That is just plan stupid
While I agree with you, even this alternative seems better than the completely empty cleared building that no one takes advantage of. No respawns within building seems very illogical. What happens in the event of a storm? Wouldn't someone/something seek shelter?
There was a mod for Oblivion that handled this better - maybe not perfectly - by allowing for random respawns with different groups using the leveled lists. So it might look something like this (assuming a Corvega interior):
Raider - 40% chance of respawn
Super Mutant - 24% chance of respawn
Synth - 20% chance of respawn
Settler - 15% chance of respawn
BoS - 5% chance of respawn
Nothing - 30% chance of respawn
That's just an example but you could create different leveled lists (including some factions/creatures/humans and not others) so that when you returned to the area you could find:
1. Nothing.
2. Raiders
3. Settlers
4. A BoS sqaud
If you want to go further, you could randomize it more so that when you entered the area, you might have Raiders and BoS spawning at the same time and a firefight ensuing.
Yes it breaks immersion that people endlessly come back....espcially at that speed.
