--- Summary of issue ---
TLDR - same exact issue from Skyrim, Creation Engine fails to provide decent stability and fps in crowded locations where shadows and a lot of objects are present. I was getting 27 fps looking down at Whiterun from the steps leading up to Dragonsreach and i now get 27-28 fps when looking into towns in Fallout 4.... when i look away from the town my fps instantly rises to 50-60fps instantly - Noting the towns Concord and parts of Lexinton, AKA looking down on the town when at the top of the oil construction place where the bobblehead is.

Either this is an AMD issue - the Creation Engine hasnt been AMD Cpu optimized ever (multicore) - or my PC has something wrong with it... as i have seen people "claiming" on lower systems then mine that they are reaching 40-50fps constant, albeit i bet not in the towns.
So can anyone help , i have run out of options and the game is just not immersive at all at this point when i look at said towns.
P.s Yes i turned down and off God rays - i also turned down shadow quality and shadow distance to medium but the distance one was a big fps killer. All fade option are at 50%
