Isn't this supposed to be a perk of using suppy lines? Is it broken? It's very hard to find concrete information about this outside of a loading screen tip, which usually disappears before I have a chance to read it all.

As is now, settlements don't seem to be sharing food or water which makes the existence of the farm settlements kind of pointless. And it makes the settlements without a water source nearby really annoying to grow.
