What's with the house in Diamond City not being flagged as a "settlement"? It means I can't build workstations in there and I can't send my companions there. Is there some upgrade or something that I need to get for that?

Yeah, I'm not into the settlement thing either, but I need workbenches to do weapon and armor mods and I want to be able to send my companions there to hang out. For some reason I can't do either.
