The ability to scrap ruined houses is no longer available, it suddenly disappeared! I was only able to scrap 3 and then no more! In Sanctuary

That's how it is. You can build beds in the remaining houses and the NPCs will use them.

Yea, the only ones you can scrap are the truly collapsed. if you can enter it then you can't scrap it. would be nice if you could just level the damn place and start from scratch but alas twas not to be.

Adding to the comment(s) above, you can only scrap the buildings/houses that are caved in, sadly, at the moment, completely removing the other half destroyed houses isn't available at this time but can and likely to be added in the future.
