I make this topic because I feel I am missing something. I see a lot of people complaining about VATS, and I am currently around level 20, and I am seeing the opposite. VATS is amazing in this. I use it for like 95% of my killing. I am playing a character with 10 Per and 8 Luck, and only 5 AGI.
My suspicion is that people keep trying to add tons of AGI for more shots and to grab Gun Fu, instead of considering accuracy and Concentrated Fire. If you go for concentrated fire and pistols, you'll still get 7-9+ shots out of a well modded pistol, and of those, 5 of them will be at 95% accuracy in someone's chormedome. It's incredible as you not only are guaranteed to hit from LoS after a couple of misses, but you'll also get the bonus headshot damage that you would not normally go for. And with action boy, the AP bar will fill well before the enemy gets closer. People who claim accuracy is a waste and you should always go for more shots, because you can wait for them to come closer. From what I see, that's highly inefficient. You want to shoot first in vats, throw a grenade or finish someone off, hit vats again.
That is not even considering using one of the Lucky guns, which refills the AP bar every time you crit. With Luck 8, that's every 5 shots, which means you could potentially VAT indefinitely as long as you dont miss, which you don't. And that's not counting Grim Reaper sprit, extra crits from luck perks etc. And you dont even have to get lucky to get that, there are a couple of unmissable Lucky guns in the game, like a certain lazer unique, or another rather distinctive 44. pistol.
Concentrated Fire seems hugely underrated. In my lower level testing I found it the most impactful VAT perk. And you can get it at Level 2, since you get the Perception bobblehead 20 mins into the game, so you wont waste attributes starting at 10. It's a huge help early on.
You don't even need Sniper, as you are much better off getting a couple of extra VATS shots by using a reflex sight, than using a scope. You'll hit harder, and equally accurately.
PS. The thing about VATS is that it's very undocumented. You need to experiment to learn what affects AP cost of firing. It's not the weapon weight exactly, rather it's long range vs hip fire or "focus". Reflex scope makes a gun much cheaper to fire in VATS, sniper scope much more expensive. Big clips, same thing. Light barrels etc make it cheaper as well, but are often not worth it compared to raw power. Go for max power, single shot, reflex sights and small quick eject clips, and watch your vat usage soar. After all, reloading in VATS costs almost nothing.
