Is there any increase in legendary spawns with Survival mode over Very Hard mode?

I dont think difficulty changes spawn rate survivor makes healing take waaay longer

One of the loading screen tips says higer dificulty have higer change for legendary weapons

Did you look at the options menu? It literally tells you that it increases the chances of legendary enemies.
