So, I've just run into the random encounter with the wandering armor merchant and I hired him and sent him to Sanctuary. The problem is that he never showed up. It's been about 2 weeks in game and he hasn't appeared. Then I ran into the random encounter doctor and hired her, sent her to Sunshine tidings. She too has not shown up after a week I game. Anyone else running into this? I've tried reducing my settler count in those settlements, but they still don't show up.
