I only have level 1 shops to build in my workshop menu. For some reason the level 2 things are not showing up for me to build. I have local leader level 2 and cap collector level 2... I don't know what I'm doing wrong. Please help.

Might be a silly question, but have you got all the raw materials (including the caps) to build the second tier shops?

I wouldn't know because I only have the level 1 shops in my menu.....I don't even have icons for the level 2 shops.
