Question about Shaun as a boy

I'm on my second play through. I went to the Memory Den and watched the scenes. In he final scene, Kellogg is in his room with young Shaun. I know it's a very, very recent memory because the DJ is talking about how Piper is in hot water with the mayor. This means Shaun isn't the real Shaun but the synth who we meet later (while at the Institute talking to older Shaun/Father). Or maybe he's another prototype. Whoever he is, what's the point of Kellogg taking him around the Commonwealth? Why is he in Kellogg's company? Is this ever explained?

On a different note, speaking of the Memory Den, my girlfriend told me she was able to visit it prior to the quest where Valentine takes you to see Dr. Amari. She says she talked to the lady in the feathered dress and was able to sit in one of the chairs and relive the experience in the vault. With my last character I went back there but the lady said they weren't taking new customers. I assume the same will happen on this play through. What's required to do that? Does it have to be before you reach this point on the MQ or is there some other prerequisite? (I did look this up in the Wiki last week but couldn't find anything).

I think Synth Shaun was given to Kellog so he'd be bait for the SS. Grandpa Shaun did say it was no coincidence that the SS found Kellog and that it was a way of both Shaun and his parent to have revenge.

It was mainly to trick the player though so that the reveal later on would be a shock.
