Settlements management

Far as I understand the setttlement map legend from the Map in the Pip-boy, the smiley and percentage signifiy how happy the people there are with you and your work, and the stick figure and number are obviously how many people live there at the moment. I also get that settlements are constant maintenance and quest-doing, but does the happiness percentage eventually decrease depending on your lack of urgency toward these people? And once you get a hundred percent, as that it for that settlement?

I've also placed defences on every settlement, but they keep getting pillaged and invaded. Do these measures help at all? Is there a scale to decreasing their constant need for Minutemen assistance?

Anybody care to explain how it works?

Your settlements keep getting attacked?

So far I've only really built up Sanctuary, and it has never been attacked once in over 30 hours of play time. It's bumming me out, because I spent a bunch of time putting up defenses and arming the settlers.

Anyway - the percentage indicator is a happiness thing, and it can go up and down. My Sanctuary seems to fluctuate between 75-80% most of the time. It's affected by having things like shops, adequate amenities, and defenses. It doesn't appear to be affected, in my experience, by how often you visit there, or taking their repeatable quests.

Sorry, I realized there may be a difference in my own settlements vs. quest settlements. I meant the ones established in the Minutemen side quests. The Raiders, Super Mutants and Ghouls don't seem to give a flying crap about the myriads of defences set up.

For your own settlements to get attacked more frequently, less defences are required. If you have "too much" the attackers will get discouraged and not be as aggressive, is how I understood it.

Really? Well that's a relief if that's the case, because I'm tired of the three different quests that keep circling the settlements.

From what I can tell, dropping decorations around their beds seems to help. My settlers seemed to cap at 70% and then happiness began to climb when I put a shelf/container, "desk" and chair in each of their teensy houses. I also made sure each house had light and electricity. It really wouldn't surprise me if Bethesda had NPCs consider the additional objects around their "home" (bed) towards their happiness. Even slapped down some grills, iceboxes, and Nuka Cola machines outside their homes for kicks. You know, less like a series of slave shacks, more like respectable homes for post-war Americans. If nothing else, I feel better about decorated shanty homes and streets
