how do i monitor fps

i have fraps but seems it dosnt show overtop fallout 4. what can i use to show me real time fps

The Steam overlay has FPS counter. You have to turn it on under the in-game options.

cant use steam is there another program? why don't fraps show. any programs like fraps I could use

steam runs in the background but i have no experience with it or the overlays such as overwolf

It's very easy. Open Steam, click on the Steam menu at the top, then Settings, then In-Game. Make sure the box beside Enable the Steam Overlay is checked, then in the In-game FPS Counter box, choose a corner of the screen for it to show.

It's a nice small grey counter rather than the big ugly yellow Fraps counter. Steam is already running anyway, so you might as well use it. You turn the FPS counter on once, and it will be there for all your Steam games.
