Question about settlements and legendary armour

I'm wondering if having fewer settlements is going to increase the chances of the one I like most coming under attack? In 50h of gameplay I've had one attack at my favourite spot. I think I have all, or just about all of them. I unlocked many early on not thinking of the consequences. Is there an alternative perhaps killing the settlers at ones I don't want and ensuring there is no recruitment beacon?

My ideal situation is to have a small, simple settlement entirely made up of followers, and then think about making something grander in a 2nd spot. Is there a difference between settlements already populated and ones founded by me? It seems you only get quests for assisting the former.

And has anyone had luck finding randomly generated legendary armour that is also of a high tier / damage threshold? I've passed level 50 now but in terms of the random drops, legendary armour is always the lowest tier, whereas normal armour can be any of 4 tiers, heavy being the best. The one exception is I've found some leather legs at tier 2, but I have 100 items all at tier 1 which I find wierd. Note I am not talking about unique, named and vendor specific legendary items. Only the randomly generated ones.
