From what I have read the official tools aren't out but I do see loads of mods already so... does anyone know of an existing mod that stops the constant incessant migraine inducing monotonous minutemen quest spam any time you get within a thousand yards of that man...

idk, just something that shuts him up unless you ask for new missions. Failing that if its not something that can be done 'yet' does anyone know of anyone planning to make such a mod when or if the tools do come out? please.... really....... please make it stop.

Not aware of any mods that will do what you want (and wouldn't trust them to not hoze my saved games until the modding tools are released). But you can always not turn in a completed quest or two and he'll leave you alone. You will still get the occasional "xxxxxxxx is under attack!" message (and you should probably respond), but you'll be able to enjoy some silence from the quest spammer until you get around to turning in the last couple of quests.
