Rate of fire - need clarification

Is the rate of fire shown on a weapon's stats per second or per minute? This wiki says it is rounds per second, and it shows the stats of all the base weapons. Some of the stats can't be right: a submachine has 127 damage per second?? But the stats for shotguns seem correct, and seem to indicate rate of fire is per minute: double-barrel shotgun has 45 damage x 36 rounds per min (rate of fire) / 60 seconds = 27 damage per second, which seems right. But other stats have me confused: hunting rifle only has a rate of fire of 3, but I can fire well over 3 rounds per minute with it. So anyone can offer some clarification on this?

So what does a fire rate of 3 mean for a hunting rifle, for instance? 3 rounds per second seems too many and 3 per min seems too few. Some of the wiki's info seems to indicate the rate of fire is per 10 seconds, and that seems to be right for a hunting rifle. My testing showed that I could fire about 3 shots every 10 seconds with it. And that's the source of my confusion. Some guns have fire rates that seem to be per minute, while some per 10 seconds.
