Blast from the past -- to my ears at least he sounded awfully lot like Brother Murus from Thief 1 mission Return to the Cathedral! I only realized it towards the end of the Last Voyage mission. The voice quality is intentionally scratchy so I may be just imagining it. But Steven Russell is definitely the voice of Nick Valentine and a number of Mr Handy-type many- eyed robots 馃槉

Sounded to me like somebody doing their best James Earl Jones impersonation. Great character. Said quest/story is the first A grade I'd give Bethesda on this game.

I wish Michael ironsides had voiced it

Paladin Danse sounded like Michael Ironside to me. So much so that I was shocked when I checked imdb and it wasn't him lol.
