There were no Skills option in the Pip-Boy, just SPECIAL and a Perks tab. There's rumours that it might be like with the TES series, so your skills are automatically levelling up based on how frequently do you use them, but it's unconfirmed so far.

Well, I guess that's some pretty absolute evidence.
Low Charisma should cause your character to accidentally say things he doesn't mean, or come off as a complete dike, even when he isn't trying to be.
That's all what we know from the trailer, and besides, if I recall correctly skills where there from day one. So regardless if you take this as an absolute evidence or not, that's all we have right now.
Somebody said the weak dialogue options seen in the gameplay videos could have been the consequence of the devs running with a low INT character, but if I'm not mistaken the in-game Howard had 3 so it shouldn't be.
Still, it was always an interesting and charming feature, I hope the devs will keep it despite the obvious cutting back both in the amount and length of dialogues because of the voiced protagonist.
I would love a low charisma that has a chance due to random roll on percentage of saying something that will cause a fail, like you go for a compliment but then call them fat instead. Also hoping for Low Intelligence stuff, I don't think we'll get the Grunts from Fallout 2 but I can dream.
