S.P.E.C.I.A.L what it does and affects.

(S)trenght is a measure of your raw physical power. It affects how much you can carry, and the damage of all melee attacks.

(P)erception is your environmental awareness and "sixth sense," and affects weapon accuracy in V.A.T.S.

(E)ndurance is a measure of your overall physical fitness. It affects your total Health and the Action Point drain from sprinting.

©harisma is your ability to charm and convince others. It affects your success to persuade in dialog and prices when you barter.

(I)ntelligence is a measure of your overall mental acuity, and affects the number of Experiment Points gained.

(A)gility is a measure of your overall finesse and reflexes. It affects the number of Action Points in V.A.T.S. and your ability so sneak.

(L)uck is a measure of your general good fortune. It affects recharge rate of Critical Hits, and your chances of finding better items.

So it looks like skills and skillpoints are gone and Intelligence only give more XP (I assume a certain INT is required to craft certain items or affect the time it takes), unless the skills get increased through usage like in Skyrim, Oblivion, and Daggerfall etc. But since they're aiming for a more responsive FPS feel, like the game Doom with Fallout 4. I assume they're gone altogether.
