I heard those complains about FO3 being too green but i kinda liked it gave one kind of hopelesness aura to the game..... in a way everybody is screwed......

Looks a lot brighter...maybe yellow? Or blue? Dunno.
Judging by what we've seen of Fallout 4 so far, and the huge popularity of mods that removed the tint... I think Bethesda took the hint. The color scheme and art style makes me think of the cutscenes in the earlier Fallouts... but prettier.
Blue skies and sunny days. The grass is green and all of the children are playing in the yards.

I posted about this in another thread, but FO3 was fine because it was made to match the green phosphor of computer monitors from the mid to late 20th century. It matches the era of the game setting. It certainly was not "too green" by any means. As I said in the other thread, some people seem to have their monitors not calibrated correctly (or some problem, anyway). My FO3 has always looked fine and certainly not "green" (i.e., it has a soft phosphor hue like the old monitors, but does not look green like leaves or grass).
Earlier fallout games were on the west coast, and that environment looks much different than the east coast. No one should expect BGS games on the east coast to look like the early games, nor should they if they want to match the environment. It would look really odd.
By the way, Adam Adamowicz was hugely influential with the visuals for FO3 and Skyrim. As many people know, he died shortly after Skyrim's release. However, since Todd stated that they began work on FO4 right after FO3, it is likely that some of his influence still made it into the final game. Hopefully, this is true, because he was a huge fan of 1950s Americana visual styles and that had a lot to do with the authenticity of the visuals and environmental settings for FO3.
To me the green atmosphere was more about Bethesda giving the feeling of you could feel the radiation on the air.....
Fellout is the #3 most endorsed mod on the Fallout 3 Nexus. It's all a matter of taste, but that still counts as "hugely popular" in my book. And with the green tint removed, Falout 3's new color scheme is actually kind of a close match to the tans, greys, and splashes of color we're shown for Fallout 4.

Not a fan of mods but even i like the fellout for new vegas and more enemys mod for both
even so i would like green atmosphere of FO3 on FO4
some say the atmophere will be gray because you know.......it's boston
There is a weather system, at least with rain, so it'll vary along with night and day.
Those radiation storms gotta kick stuff into the atmosphere...
Guess it depends on your definition of popular. Fellout has more than a million unique downloads, which seems pretty good to me given that most Fallout 3 players probably didn't use mods at all.
I always sort of thought the green tint was to give the game an 'aged film' look, like an old sci-fi B movie from the 50s.
Fallout 4 actually looks like a normal game with no real tint unless it's filtered for a specific area in the game.
