Not particularly. The only difficulty with 'open cities' mods for Skyrim, Oblivion, Fallout 3, and New Vegas on the PC was that the game's scripting, and most other mods, assumed that you still had those silly barriers, thus making it so open cities mods weren't particularly compatible with other mods that weren't made specifically with them in mind, not that the game was particularly demanding with open cities mods installed.

 (same for vehicles...sorry, I know many people don't want vehicles, but I am not one of them and I think that those who don't want them should let the rest of us have the pleasure and just don't use them themselves!)
