I play just as if I were actually there, so I almost never access third person view.
Do everything humanly possible in the 1st playthrough and have a lot of fun.
I will play in first person almost always, with the occasional switch to view my character's new outfit or armor.
Third-person always. I roleplay, therefore I am not the characters i play. I have no wish to see the world through their eyes and I have no wish to put myself in the game. When I roleplay, my characters and I are an adventuring party of two, traveling the game world together on different sides of the screen.
Not too late to save for a decent gaming rig. It's even cheaper if you buy the parts from newegg and build it yourself. RAM and HD are cheap. The higher priced commodities are typically the CPU (which comes with the MB) and HD GPU. But you can get by with a medium end GPU if you core CPU and RAM combo (at least 6-8 GB) are solid in their specs. A fast HD like a medium end SSD wouldn't hurt either. So look into your options on the web.
Besides getting a superior gaming platform (not bashing your console here) you'd learn a LOT from going that route and asking for help/support on the tons of PC gaming forums/sites on the web.
I'll probably play in first-person most of the time, but I may end up switching back and forth here and there.

I might actually use third-person primarily in this one, if I find it works. I only ever went into third-person for combat in Skyrim, and never for anything serious in the older Bethesda games - it was just bad.
But you can never beat first-person for inspecting a shelf full of crap.
