I know there is no level cap, but does that mean we can still get 10 in all special?

Unless there is a separate cap for those, I guess so, tho since the current theory is you do so with perk points, thats a lot of levels you're not gaining perks.

Yes. I'm assuming at level up we can spend our perk point on bumping up a SPECIAL stat; which would take 42 levels to reach 10 in everything.

Well 35, assuming you stop at 9 on each and find the bobbleheads.

You probably can but if all theories about leveling are correct, it's highly doubtful that you will be able to reach the levels needed to do so. I mean, I guess you could totally skip any perk and simply put all your points into leveling up special but that would leave you extremely lacking in skills. Since we have no clue as to what level you'd end up if you do every single thing there is to do in the game.. it's kind of hard to say. I'm thinking the range that most people will hit will be somewhere between level 35-50. For completionists.. maybe 80? Who knows. Those are just wild guesses.

Another way to get 10 in all specials is typing "player.forceav 10" in the console if you have a PC version of the game. Of course, Fallout 4 might use a different system so it might not be available or a different command is required.
