I see her using a .38 snubnose or a Darringer. Not that those are really great weapons, but if she's a snoop, she needs to have some easily concealed weapons.
As for her stats, the only one that really jumps out at me is that she's probably got really high perception

I could absolutely se her using a "Saturday Night Special". She probably has high intelligence and fair to good agility.

If Fallout Shelter is any indication, her best stat is actually Endurance, followed by Charisma and then Intelligence.

I wonder if Piper will use something small like: 50 bmg or 20mm anti tank gun. Well hidden and common enough for Boston Journalist to carry. Good Enough to destroying radroaches.
