In all Bethesda games, my character is always named Enoch but sadly I don't think that's going to be on the list.

I think the most likely reason they won't officially release the list is that they want people to discover which names work on their own rather than get spoiled by an official list and then only work off of that for a character name. Todd Howard likes to have secrets in his games.
Here is a quick question. Can you name a female wanderer have a males name and still have witty banter utilizing the name or are the parameters different for the six of your character?
Also, I would have hoped for a way to change phonetics but I may be asking too much.
They shouldn't have even said anything about it. Should have let people find out when the game released that their name was voiced.
It was their marketing strategy. They want people to know that you will be further immersed as your character than previous games. I give them kudos for trying.
The guide might have the list, if it does people will post it. Personally I'm fine with just "ma'am"
Just think of a 50's sounding name or ask your grandparents on what names were common. It'll be good.

Don't know, I'll probably just name my character, and if he knows it that's great, if he doesn't then whatever.
Players will probably figure the names out reasonably quick after launch if I know the gaming community right.
I'm wondering about first and last names as well. It seems like that may not work though. In the Microsoft E3 presentation the character was named Phil Spencer, and when he meets Codsworth after leaving the vault he doesn't refer to him by name. But when the name is just Howard, Codsworth calls him Mr. Howard at the same point in the game.
Either last names don't work, or Spencer just wasn't on the list of recognized names.
