My guess is it gives you a much higher chance to hit a target's limbs in V.A.T.S.

Probably something like http://fallout.wikia.com/wiki/Miss_Fortunebut with a "Irish man" or Leprecon punching "Bad luck" on the guy
Yeah, luck has helped me too many times in the past for me to ignore it.. plus, there's perks there that I want.
I think the most interesting thing was when it talked about how your misfortune (death) will be someone else's fortune. As I've stated in previous threads, I'm a huge fan of the alternate death mod. If this is anything like that, I'll be happy. I've never liked how in most open world games there's little to no consequence for dying. Just reload. I'd like to see it where we lose some of our loot/caps when we die. It would be great to be put in particularly bad situations such as imprisoned by bandits, being sold into slavery, being a subject for an experiment by The Institute after we "die." From there we would have mini-quests where we would have to escape and recapture our lost items. This is essentially what the alternate death mod does but if Bethesda does it for us, that's an even better start.
Well as people have pointed out Luck clearly is the most amazing Stat that a player could pick to boost to the max for their character avatar.
You'll get to find more loots, caps, and have criticals more often but if that wasn't enough in Fallout 4 we're getting Fairy Luck Mother's, convenient seating arrangements on demand, a Leprecon, and even a babe named Miss Fortune!
What other stat does a Lone Vault Survivor really need?
OF course the unfortunate reality is that some of our fellow players will take a Luck of 1 making it officially their go to dump stat... This isn't right something terribly unlucky should happen to players taking less than 5 point in luck this is Fallout after-all.
Haha. Well I haven't seen any proof or mention of Miss Fortune being in Fallout 4, and it doesn't seem like much has been gleaned from Fallout: New Vegas where she's made her appearance as a perk. I really hope Luck as a stat has some effect on how good loot is, but I guess we'll see.
But I do like the idea of low Luck making it more easy for enemies to get critical hits on the player and/or more easily crippled limbs, or not as nice of loot findings or more unfortunate random events or encounters the lower the character's Luck is.
The narrator should do all in-game tutorials. Hopefully next week, we'll finally get that Gamescom footage.
I for one welcome our new Paratrooping Bovine Army
