Is the PipBoy App compatible with Mods?

While the official modding tool's release is still some time away, I started to wonder how compatible the PipBoy App might be with mods, specifically, mods that change the way Perks work.

The first thing I will do is to change Perks I'm dissatisfied with to work the way I want them to.

For example, Animal Friend (Rank1) will make all Animals passive instead of depending on a chance based mechanic (which, in my experience, never ever works!)

Or I might add a completely new Perk if I find an interesting one.

But is the PipBoy App flexible enough to detect these changes and display them in it's program?

Or does it only understand the core game and won't recognize Perk mods?
