Gameplay change after killing carter?

Something happend to the gameplay after I knifed Mr. Burke. I got caught taking something from one of the shacks in Megaton and all hell broke loose. It was like a Mississippi burning.... EVERYONE came after me. I tried everything, weapons, running and nothing worked. I restarted the game. What a bummer. Was there something I could have done instead of a restart? Maybe it's not a good thing to kill someone on Megaton? I thought killing Burke would have made the people of Megaton like me. I guess at that point he was not looked at as a bad person and maybe I was looked at as a outcast for killing. I figured since I let Simms know about Burke and I did kill him after the arrest I was good. If someone can enlighten me to what went wrong, this will help me in the future

Who's Carter? The only "Carter" that I've seen is in Paradise Falls, and he doesn't last for more than 2 seconds.....

If you kill an innocent person and are caught stealing from their shacks you will be chased and hunted down...its what happens....would happen in real life too

Edit: I just realized you may be referring to "Mr. Burke", if that is the case then you shouldn't be attacked for that....it was most likely because you were caught stealing and are being chased because of this reason:

"The Capital Wasteland lacks an institutional system of crime and punishment, if you wrong someone prepare to pay with your life".

If you piss off a settlement, run away and stay out of there for three days and they'll forget you wronged them. Radiation really messes with wastelander's memories.
