I'm sorry if this question already was being asked but I want to know can I build my house in Fallout 4 under ground. And can we expect to create your own shelter in 3d game like its was in "Fallout Shelter" game? I think it will be one of the best content for gamers.

Greetings and welcome to the forum. Short answer is "We don't know.". I think it would be cool to repurpose Vault 111 as an underground settlement. If it's not in the game, someone's bound to mod it in!

I...never thought of this! But it would be brilliant, like Little Lamplight in Fallout 3, but our own creation! Like TheCheshireKhajiit said, there's been no info on this but I really doubt there will be a place set aside for players to do it underground or in a cave. My guess is that we can make a settlement out of places that were once towns or neighborhoods, but we just don't know yet.

I'm with this. I really hope we can use an empty or unused vault to create a settlement.
