Sony PS4 seems to download games at a rapid pace. I have found the Xbox One to be quite slower

Sounds like the PS4 wins at console downloading and install times.

I'd have thought the downloading time would depend on the internet speed, but I'm a computer doofus.

Took me over an hour to install Halo 5+patch on my Xbox One, so I'm expecting at least the same amount of time for Fallout 4.

PS4 and Xbox One will probably be around 1-10 minutes to install depending on how well maintained your system is, the inevitable day one patch? Probably 5 minutes to 2 hours depending on your internet connection? It's these modern times that make me glad I have a 1GBS connection :3
